Starting this month’s regular meeting, the 99 Unite Civic Forum will be actually discussing public policy issues of current interest. Since this meeting will be the day after the tax day, what better topic to talk about than taxes?

Taxes in American political discourse bring out raw emotions and polarized rhetoric. But our tax code is one of the most complex pieces of law that exists in America. As a federal country, we also have a layered tax system in which each level of government has autonomous taxation authority, adding to the complexity.

To explore sensible public policy changes, we need to dig deeper than soundbites, memes, and slogans.Who are the real “winners” and “losers” in today’s U.S. and Oregon tax structures? What improvements can be made to reduce deficits, fund programs towards the common good and the disadvantaged population, minimize burdens to the middle class families, encourage upward social mobility, and all at the same time protect privacy and property of the ordinary Oregonians? The 99 Unite Civic Forum encourages a new way of community discourse that fosters the “common good mentality” instead of zero-sum thinking and conflict-and-struggle mindset. To this end, we welcome a diversity of thoughts and ideas that would help us gain a deeper understanding of the subject matter.

This will be a moderated discussion. There is no featured speaker or panel for this month. Due to the sheer vastness of the topic, we would like to limit discussions to the following, as they directly affect most people:

  • individual income tax
  • property tax (including local option taxes)
  • capital gains and estate taxes
  • business income tax
  • sales tax
