The main part has a tent ceiling, and enough tents bordering it, that for all intents and purposes significant parts of it are not an open air encampment.

There is however a moderate or high risk in close air situations like homeless shelters which is why many states require TB testing for homeless before they can receive shelter.

MRSA and Bacterial infections are more likely since showering facilities are not exactly available and people who are colonized can easily spread it just by contact.
